| San Juan Triangle Project is
attempting to upgrade the San Juan Triangle to an OUTDOOR
HISTORICAL MINING MUSEUM. This may cause issues with private
property. There are four categories. There is
an issue here that sites that are not on the public path, not normally
public visited and are private, do not follow the same requirements as
an historical mining museum. Conversely public sites that are clearly a
public historical site, regular visits even if private should have
oversight for historical value, historical artifacts and safe access.
Government should work with those sites same as they would for clean
water. All sites private and public should be treated with respect
and historically preserved.
A serious issue is preservation of
historical site and artifacts on private and public land.
Historical site and artifacts refers to any buildings standing
or down, tailings, artifacts as boards, pipes, hoses, metal
parts, rails, ties, machinery parts, building parts, anything
within the site boundary. There
appears to be unclear regulations to prevent movement or damage to
historical artifacts on private land. Details of regulations
being researched.
San Juan Triangle Project wants detailed clear definition of
each category and links to further state and federal government legal text and
webs. The purpose here is site preservation
as Colorado mining heritage and
reduce conflicts public vs. private with public available detailed rules.
Clearly rules are being violated. Also appreciated is help
with national and state recognition of historic places, tourism,
grants, overall site recognition and improvement.

ALSO
the use of
federal tax $$
and grants to improve or destroy historical
mining sites is being researched.
1) BLM is not a
problem.
2) Private land but open to the public with historical
artifacts and historical value.
3) Private land posted and
not public but easily accessed and has historical value.
4)
Private land not accessed due to distance from any road or
difficult terrain.
1) BLM no
problem - BLM care by BLM plans.
2) Private open to the public -
What on site needs historical protection, liability, access
safety, government
support for improving public visits. The site needs to be
interesting as a museum for the public and artifacts protected.
3) Private closed to public - proper
posting, protection for historical artifacts, Discourage
trespassing, make unsuitable for the public but protect
historical artifacts and historical landscape. The site is
protected for the future historical significance. Review and fix
dangerous access.
4) Private not accessible - Not a
problem except review and fix dangerous access. |
